The design for the Operations & Maintenance Facility is nearing completion. Staff have incorporated input from community members to address aesthetics, noise, traffic concerns, and the overall site plan. Some of the site features include an enhanced buffer and sound screening on the north property line where the facility is the closest to residential properties, and a new layout to reduce vehicle backing to the maximum extent feasible to reduce noise. Amenities include a large conference room available for community use with a capacity of approximately 100.
There are fewer, smaller buildings on the site located on the west side of Trails End Drive, and staffing at the Facility has been reduced by 40%. Staff are looking at options for traffic calming along 79th Avenue. Land and funds for frontage improvements needed to develop the Trails End Park and partial funding for the Old Hwy 99 and 79th roundabout are included in the project budget for the Facility.
The US Fish & Wildlife Service is currently reviewing the Habitat Conservation Plan for the site. Following their approval, staff will request authorization from the City Council to solicit bids for the construction of the facility. If approved and a contract is later awarded, construction on the Facility is anticipated to begin in late 2024.
The Master Plan for the Trails End Park was developed with community participation from kids of all ages. The Park features trails, fitness stations, a play area and basketball court, picnic facilities, and restrooms. Construction drawings are expected in late 2024, and groundbreaking activities will begin in 2025.
The Old Highway 99 and 79th Avenue Roundabout design and construction are on a similar schedule as the Park, with work wrapping up in 2026 as staff move to the new facility.
